Sponsored Alberta Emissions Simulation - Request for Proposals



Climate change is one of the key environmental and economic challenges for Canada and the world in the new millennium. Albertans are leaders in developing creative solutions to climate change.

Climate Change Central is born of this leadership. The organization is a non-profit that was founded in December 1999. It's Board consists of leading Albertan organizations that are focused on accelerating creative and innovative solutions to climate change that continue to grow Alberta's environmental and economic opportunities.

Project Description

Climate Change Central wishes to facilitate and host an Alberta-based online emissions trading simulation. It is looking to existing experienced providers of simulation tools to propose and sponsor a realistic, online emissions trading simulation that will provide Alberta participants with practical insight into the operation of potential future emissions trading markets.

The simulation should build upon the success of other contemporary simulations such as the Queensland Emissions Trading Forum and the International Energy Agency's International Emissions Trading Simulation.

The simulation should provide participants with insights into:
  • Internal emissions abatement curves for organizations that are representative of those that are active participants in the Alberta economy
  • The operation of a commoditized carbon market and insight into how proposed Canadian federal government policy decisions may impact this emerging marketplace
  • The different interests of carbon reduction/offset suppliers, emission traders, and/or governments
  • Allow for the introduce policy "wild cards" - unexpected developments and risks
  • Spot and futures markets as well as banking


Logistically, the simulation should:
  • Be delivered online in real-time
  • Be able accommodate 50 participants
  • Provide for both training and trading sessions
  • Have the potential to be delivered in the early summer of 2001 (However if this early date is not feasible a fall date may be considered.)


Climate Change Central is looking to capitalize on existing simulator tools and knowledge. It is not looking to develop a new simulation tool.

In sponsoring and facilitating the delivery of this activity, Climate Change Central will provide project management, marketing and logistical support to the selected delivery agent.

Proposal Outline

The format for the proposal is flexible, however, the following information must be included in submission:
  • Lead proponent's name and contact information
  • Past experience or capability in the delivery of climate change simulations
  • Project plan including key milestones and budget
  • References indicating ability to deliver the project outlined by this proposal
